Stateless Mediation

A Mediation System which does not track the progress or phases of a connection between one or more senders and a receiver. These systems are deployed "in-line" to categorize and queue packets based on their aggregate traffic behaviors without deep packet inspection techniques which are then throttled using techniques such as fair queuing. These systems use a mediation policy to assign bandwidth quality characteristics that an ISP or network operators wishes to offer a broadband subscriber. Sometimes, these systems are described as oblivious, instead of stateless.
